I have an idea for you.
Make a cylinder shape out of pieces of newspaper taped together for a pattern. Over lap the edges so the upper edge has a bigger circumference that the bottom edge. Make it tall enough to go from the shoulders down to the buttocks and big enough around to fit the person. Buy enough pieces of poster board to make the bucket according to your pattern. Glue the long edges of the poster board together with a good glue, overlapping the edges an inch or more for stability and allow to dry overnight. Leave it flat, don't glue the final edge yet. Use the pattern to cut the bucket shape, glue and staple the remaining edge together. Lay the cylinder shape down on a table and weight this overlap with a couple of paint cans or cans of vegetables until it dries really well. After it has dried for a day, cut holes in fronts and backs of the bucket near the top edge for straps of some kind to go over the shoulders. This will hold the bucket up on the wearer. Strips of fabric will work. Make the one hole very small,then another about 1 inch below it. Thread the end of the strip through from the inside out, then back through the bottom hole. Knot the end of the strip and tape it with some packaging tape. Don't just use gift tape, it won't hold. Use blue gift wrapping paper to make the label. Glue it on all around, covering up the holes where the straps are.
You could also make a "lid hat" out of another sheet of poster board if wanted. Use more fabric strips to tie it on like a hat.
