Hmmm... What sort of costumes are you looking to make? More like elemental fairies, or just as representations of things that are associated with Earth, Fire, and Water?
For Fire, you can do a Phoenix-type costume. Get a long red skirt and golden sequins to add to the hem. You can also find tye-dyed chiffon fabric for a shawl or cool overlay in colors like red, yellow, and orange for a "flame" effect. Try on a Mardi Gras style mask with feathers in red and black which could give more of a fire-bird type appearance.
For water, something similar can be done with underwater grotto type colors with a blue skirt with sheer fabric overlaying it with blue, purple, and green with silver sequins. You can pick up some cool things from a craft store like a fish net to throw over your shoulder or decorate the water costume with seashells.
Earth might be a bit tricky. I would definitly suggest picking up real leaves and preserving them (maybe putting a coat of Gesso -- also available at a craft store) or having them laminated so you can hang them from a belt on a green crushed velvet type of dress. You can also make strands of leaves and have your friend hang them from her hair like "leafy dreadlocks." I'm slightly stumped on ideas for the Earth costume, but hopefully, those ideas help you get started! :)
I did this costume last year in about 4 hours, so there isn't a lot of detail but it may be a start

just an idea... you can probably go with mithical god costumes... like greek or roman or any other gods. or at least you'll find some costume ideas...
in greek - good of water is Poseidon or neptune, hestia is god of fire and gaia is earth god.
